from the act of March 12, 1870, the burgess and city council were approved to levy a Road tax not exceeding 10 as opposed to five mills, as provided by the act of March fifteen, 1848, being a Road tax, and demanded home-entrepreneurs to pave their sidewalks fronting on all streets with brick or stone; and just in case they neglect or refuse to do h
